Alexander Kwasniewski, Chairman
Twice elected President of Poland, Mr. Aleksander Kwasniewski is one of the leading statesmen of our time.
A pragmatic yet principled politician, Mr. Kwasniewski campaigned for and won the approval of a new Constitution for Poland. Perhaps more significantly, though, his determination to have Poland enter the European Union became a reality on May 1, 2004, during his second term in office. He is also the author of the 2002 Riga Initiative, a forum for cooperation between Central European states aimed at further enlargement of Nato and the EU.
Mr. Kwasniewski is a strong proponent of Euro-Atlantic integration, having actively taken part in the successful efforts to secure membership in Nato for Poland and Lithuania, and speaking out in favour of membership in the alliance for other candidate states, including Ukraine. Mr. Kwasniewski has worked tirelessly to promote regional peace and stability. One of Ukraine’s strongest advocates in Europe, Mr. Kwasniewski in late 2004 played a major role in mediating a peaceful outcome to the Orange revolution.
Mr. Kwasniewski is a Distinguished Scholar in the Practice of Global Leadership at Georgetown University, where, as a faculty member, he lectures in the Edmund A. Walsh School of Foreign Service on contemporary European politics, the trans-Atlantic relationship, and democratization in Central and Eastern Europe. Additionally, he belongs to the Board of Trustees of the Hertie School of Governance in Berlin and is the Chairman of the European Council on Tolerance and Reconciliation.
Bohdan Havrylyshyn, Emeritus Chair
Dr. Havrylyshyn, a foreign member of the National Academy of Sciences of Ukraine, is a well-known Swiss economist and community activist. A high-profile expert on issues of public administration and international business, he is one of the Ukrainian government’s most influential advisors in the field of economics.
Dr. Havrylyshyn has spent nearly 30 years of his life connected with Geneva’s International Management Institute (affiliated with the Kalaidos University of Applied Sciences in Switzerland), where he was Director from 1968 to 1986 and remains as Chair of its Supervisory Council. An honorary professor of the National Academy of Sciences of Ukraine and a member of the international political affairs think-tank The Club of Rome, Dr. Havrylyshyn has developed expertise in economic development, world business climate, international policy, international organization management and ecological/environmental problems.
Dr. Havrylyshyn is a former Chair of the ICPS Supervisory Board, sits on the executive committee of the Swiss International Policy Forum, and currently chairs the Supervisory Board of IMI-Kyiv, which he helped found in 1990 with the help of IMI (Geneva).

Yevhen Bersheda
Mr. Yevhen Bersheda has had a distinguished career in many fields and is a welcome addition to the ICPS Supervisory Board. In addition to being a member of the National Academy of Sciences of Ukraine, he is currently Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Belgium and the Grand Duchy of Luxembourg and is well-known in both the scientific (economic) and political spheres.
As a merited scientist, Mr. Bersheda has represented Ukraine at the United Nations and in many international organizations based in Geneva since 2005. He is also the author of nearly 160 publications and scientific works on the subject of investment and scientific-technological policy, economics and political forecasting.
Oleksandr Chaliy
Mr. Oleksandr Chaliy brings his status as a former ambassador of Ukraine to his place at the ICPS Supervisory Board. In addition to his diplomatic work, Mr. Chaliy has also held the positions of Vice-president of the “Industrial Group” consortium, Head of the European Business Association committee to promote Ukrainian businesses within the EU, First Deputy Foreign Minister of Ukraine for European Integration and Deputy Head of the Presidential Secretariat of Ukraine.
During his diplomatic career, Mr. Chaliy’s membership in various organizations leant them considerable support, from the strategy group on Ukrainian-Russian cooperation, the Customs and Tariffs Council of Ukraine, the State Council on European and Euro-Atlantic Integration, the National Council on Sustainable Development to the Interdepartmental Commission on Ukraine’s entry into the WTO. A formidable debater, Mr. Chaliy has also led official Ukrainian government delegations in international negotiations.
To this day, Mr. Chaliy remains actively involved in the Ukrainian Association of International Law, having been elected as a member of its Presidential Council in 1999. He is also the author of six scientific works, and numerous articles and publications on international law and foreign policy issues.
Stanislav Dovhyy, PhD
Dr. Stanislav Dovhyy is one of the most experienced lobbyists in sphere of TV communications. He also is a director of the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine.
Íå acts actively as a member of the editorial team at many scientific journals. Also he is a head and a member of some scientific boards and communities, international scientific organisations.
Member of the Parliament of Ukraine, PhD, member of the National Academy of Sciences of Ukraine, corresponding member of NPA of Ukraine.
Mr. Dovhyy is the author of over 240 scientific works, in particular 40 inventions, 28 monographs and textbooks.
Sphere of scientific interests: geodynamics of environment, calculus mathematics, hydrodynamics, information-communication technologies, space physical geography.
Natalia Izosimova
Since June 2007 Ms Izosimova has headed the Foundation for Effective Governance. From January 2005 Natalya Izosimova served as Personnel Director at System Capital Management (SCM) and later she became SCM’s Corporate Restructuring Director.
In 1994-2004 Ms Izosimova worked at McKinsey & Company as Professional Development Director in Eastern Europe. Also she held the office of a Senior Editor in Foreign Literature magazine and worked as International Forum Coordinator at UNESCO Commission on Culture in Moscow.
Ms Izosimova main areas of interest are good governance and economic growth. Ms Izosimova has a Masters Degree from Moscow State Pedagogic University, majoring in English and American literature.
Leonid Kozhara
Mr. Leonid Kozhara has been a member of parliament in Ukraine since 2006 and currently serves as Deputy Chairman of its International Relations Committee. As a member of the opposition Party of Regions, he holds keen insight into the nature of Ukraine’s political divisions.
During his political career Mr. Kozhara has worked in different positions at the Foreign Policy Department of the former Presidential Administration of Ukraine and held the position of Secretary of the State Council for European and Euro-Atlantic Integration. In addition, from 2002-2004 Mr. Kozhara was the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Sweden.
Anatoliy Maksiuta
First Deputy Minister of Economy of Ukraine since December 2005, Mr. Anatoliy Maksiuta has a unique place on the ICPS Supervisory Board as its only current active civil servant.
Mr. Maksiuta has served in Ukraine’s Finance Ministry for more than a decade, having headed the Main Budget Department from1995-2005, while also having held the positions of First Deputy State Secretary of the Finance Ministry, State Secretary of the Finance Ministry and First Deputy Finance Minister. He is an expert in budget and public administration, with longstanding experience in capacity building for local government in budget planning and local budget resource management.
Mr. Maksiuta’s substantial experience in the development and implementation of capacity-building programs for state and local government bodies makes him a key addition to the Board.
Stewart Paperin
Mr. Stewart Paperin plays an important role on the ICPS Supervisory Board in representing the Open Society Institute, for which he is its Executive Vice-president – the same position he holds at the Soros Foundation. Mr. Paperin manages the administration and operations of the Soros Foundation network, providing leadership to its economic development and reform activities. He also assists Soros Fund Management in managing its extensive equity investments in Russia.
Mr. Paperin has been a board member of various emerging internet and telecommunication companies, as well as those of several economic policy institutes in Central and Eastern Europe. Additionally, he is the Director of the National Urban Reconstruction Housing Authority of the Republic of South Africa.
Lev Partskhaladze
Mr. Lev Partshaladze is the Chairman of the Board of Directors of Ukrainian real estate developer XXI Century, which is listed on the main board of the London Stock Exchange and is involved in the creation, development and management of commercial, office, hotel, logistic and residential real estate projects in Ukraine.
Mr. Partskhaladze is an active businessman and volunteer whose professional and philanthropic interests include acting as Head of the Board of Directors of the Ukrainian Construction Association and Chair of the National Association of Business Against AIDS, among others.
Martin Raiser, PhD
Dr. Martin Raiser adds a high level of prestige to the ICPS Supervisory Board, having embarked on a long career in academia and economic development work as a professional. He received a doctorate in economics from the University of Kiel, Germany, having done his dissertation topic on soft budget constraints and the fate of economic reforms in transition economies and developing countries.
Mr. Raiser has acted as a member of the editorial team for the Transition Report before starting his career at the European Central Bank where, in2000, he has promoted to Senior Economist.
Currently Mr. Raiser is the World Bank Country Director for Ukraine, Belarus and Moldova. His main areas of expertise are development economics and international trade.
Roman Shpek
Mr. Roman Shpek is highly regarded in Ukraine as a specialist in the sphere of economics and has enjoyed a rather impetuous political career. He brings considerable depth of experience in politics and economics to the Supervisory Board at ICPS.
Mr. Shpek was Ukraine’s first Deputy Economy Minister from 1992-1993 and then Economics Minister from 1993-1995, and was elected to parliament for one term in 1994. He has held other cabinet-level positions in the mid- to late-1990s, including Deputy Minister for Forestry and Minister for Privatization and De-monopolization of Production.
Over 2000-2007 Mr. Shpek headed the Permanent Mission of Ukraine to the European Union. Since February 2008 he has worked as Vice-president of Alfa Bank Ukraine.
Olga Shumylo-Tapiola
Olga Shumylo-Tapiola is an leading expert on European integration. In 2008-2010 Olga Shumylo was ICPS Director. For 2008 Olga Shumylo-Tapiola worked as an advisor to Ukrainian Deputy Prime Minister for European and International Integration Hryhoriy Nemyria. Over 2003-2007, Ms. Shumylo ran the European Integration Department at ICPS, where she was responsible for the centre’s external relations and led its expert group preparing policy papers and briefs on critical EU-related issues. Ms. Shumylo-Tapiola holds a Master’s degree from the London School of Economics. Her areas of specialization include EU-Ukraine relations, EU-Ukraine Free Trade Agreement, Eastern Partnership and Foreign Aid Coordination.
Philippe de Suremain
Having served for virtually his entire career in the French foreign service, Mr. Philippe de Suremain brings a profound sense of accomplishment and worldliness to the ICPS Supervisory Board. Mr. de Suremain, who speaks fluent Russian and Romanian as well as his native French, has represented his country’s Department of Foreign Affairs in various capacities since the mid-1960s.
A father of four, Mr. de Suremain is a Chevalier of the French Legion of Honour and an Officer of the National Order of Merit of France. He served in Romania during the 1960s and 1970s, in North Africa during the late 1960s, as First Secretary in Brussels in the late 1970s, Cultural Counsellor at the Embassy of France in Moscow in the early 1980s, and as ambassador to Lithuania, Iran and Ukraine, having witnessed in this lattermost capacity the transformation of Ukraine during the Orange revolution.
He is a strong advocate of Euro-Atlantic integration for Ukraine on the ICPS board and a staunch defender of policies regarding Nato engagement with Russia and other regional powers.
Borys Tarasiuk
Mr. Borys Tarasiuk is well-known in international political circles, having championed Ukraine’s Euro-Atlantic ambitions as Foreign Minister from 1998-2000 and again from 2005-2007. A close ally of Ukrainian President Viktor Yushchenko and a tireless promoter of Ukraine’s role as a bridge between the West and Russia, Mr. Tarasiuk distinguishes the ICPS Supervisory Board with his presence.
Mr. Tarasiuk is nothing if not one of Ukraine’s most active and pragmatic politicians. A member of the Ukrainian parliament since 2002, he is also the leader of the National Movement of Ukraine party and is the founder of the Institute of Euro-Atlantic Cooperation. Furthermore, he has membership in the Ukrainian-American Consulting Committee, sits on the Board of Directors of the East-West Research Institute (New York), and has received an honorary doctorate from the Lviv National Franko University.
John Tedstrom, PhD
Dr. John Tedstrom is the Executive Director of the Global Business Coalition, a rapidly expanding alliance of more than 220 international companies dedicated to combating HIV/AIDS, tuberculosis and malaria epidemics by accessing the business sector’s unique skills and expertise. He is the founder of Transatlantic Partners Against AIDS, which has developed several highly effective programs in the challenging environments of present-day Russia and Ukraine. His work in such philanthropic organizations brings considerable esteem to the ICPS Supervisory Board.
In addition to his humanitarian work, Dr. Tedstrom has also served as Vice-president for Policy Studies and Vice-president for Global Security at the East-West Institute, and as Director for Russian, Ukrainian and Eurasian Affairs at the National Security Council, where he provided policy advice and strategic planning to former U.S. President Bill Clinton. He is the author of numerous publications, including America’s Security: Lessons from the National Defense Panel.
Dr. Tedstrom received his doctorate in Economics and Russian Area Studies from the University of Birmingham, England.
Yuriy Yakusha
Mr. Yuriy Yakusha is the Alternate Executive Director for the International Monetary Fund in Ukraine. He brings to the ICPS Supervisory Board his experience of working in various European and other foreign countries.
Mr. Yakusha has a strong background in economics. His work includes time spent as an advisor to a Deputy Prime Minister of Ukraine and as an economic advisor to Embassy of Ukraine in the United States.
In addition to government advisory work, Mr. Yakusha has lectured in macroeconomics at the Institute of Economic Development of the World Bank for the retraining of civil servants (Ukrainian Academy of Public Administration, Kyiv), as he has in private universities in Kyiv as well as at of George Washington University in the US.
