On the functioning of the Fuel & Energy Complex (FEC) for a specific period Law ¹307-V, dated 02.11.2006 Regulates relations regarding the generation, transmission, delivery and use of energy resources over a specific period of time by companies, entities and organizations in the FEC without regard to the form of ownership and their interactions with government bodies, the Armed Forces of Ukraine and other military entities formed in accordance with Ukrainian law, local government bodies, bodies in charge of civil defense and civil defense forces, and compa¬nies, institutions and organizations in different branches of the domestic economy that have emerged with the establishment of the specific period.
On measures directed at ensuring the stable functioning of FEC enterprises Law ¹2711-IV, dated 23.06.2005 Establishes the set of organizational and economic measures directed at ensuring the stable functioning of FEC enterprises in order to foster a better financial position among them, preventing their bankruptcy and increasing their investment appeal by: regulating procedural issues, instituting mechan¬isms for paying off debts, granting commercial entities the right to use these, establishing the procedure for interaction between government bodies, local governments, agencies responsible for disbursing Budget funds and commer¬cial entities regarding the application of mechanisms for paying off debts.
On combined heat and power generation (cogeneration) and the use of waste energy potential Law ¹2509-IV, dated 05.04.2005 Establishes the legal, commercial and organizational bases for interaction in energy conservation with regard to the use of cogeneration plants and regulates the relations of entities involved in generating, transmitting and delivering power and heat from cogeneration plants.
On alternative energy sources Law ¹555-IV, dated 20.02.2003 Establishes the legal, environmental and organizational bases for utilizing alternative sources of energy and fostering the expansion of their application in the FEC.
On permit-issuing in the atomic energy sector Law ¹1370-XIV, dated 11.01.2000 Establishes the legal and organizational bases for permit-issuing in the use of atomic energy and general provisions to regulate public relations that arise during its institution, as an exception to the general provisions established in the Law of Ukraine "On licensing certain types of commercial activities."
On using nuclear power and radiation safety Law ¹39/95-ÂÐ, dated 08.02.1995 Sets the foundation for atomic energy legislation in Ukraine. Establishes priorities in safety for humans and the environment and the rights and duties of individuals in using nuclear power; regulates activities related to the use of nuclear facilities and sources of ionized radiation; and establishes the legal basis for Ukraine’s international commitments regarding the use of nuclear power.
On regulating issues related to ensuring nuclear safety Law ¹1868-IV, dated 24.06.2004 Establishes the legal and organizational bases for financing activities involving the termination of and removal from operation of nuclear facilities.
On energy conservation Law ¹74/94-ÂÐ, dated 01.07.1994 Establishes the legal, economic, social and environmental bases for energy conservation for all enterprises, associations and organizations located in Ukraine and for individuals.
On methane gas from coal deposits Law ¹1392-VI, dated 21.05.2009 Establishes the legal, environmental and organizational bases for activities involving the geological exploration of methane gas in coal deposits, including research and development, extraction and removal during degasification, and further application as a material and/or energy resource.
On oil and gas Law ¹2665-III, dated 12.07.2001 Establishes the main legal, economic and organizational bases for the oil and gas sector in Ukraine to operate and regulates relations regarding the exploitation of oil and gas deposits, extraction, transporting, storing and using oil, gas and their processed products to provide energy security for Ukraine; the development of competitive relations in the oil and gas sector; the protection of the rights of all sides in relations arising from geological exploration, exploitation of oil and gas deposits, processing, storage, transportation and sale of oil and gas and their processed products, consumers of oil and gas, and workers in this industry.
On electricity Law ¹575/97-ÂÐ, dated 16.10.1997 Establishes the legal, economic and organizational bases for activities in the electricity sector and regulates relations in the generation, transmission, delivery and consumption of electricity, the provision of energy security for Ukraine, competition, and the protection of the rights of consumers and workers in the industry.
On suspending the privatization of enterprises in Ukraine’s oil refining industry Law ¹2294-IV, dated 23.12.2004 Improves the legal regulation of privatization processes in the oil refining industry. Specifically, it provides for the state to put a temporary suspension on privatization and to add to the statutory funds of management companies of all forms of ownership stakes in enterprises in the oil refining industry of Ukraine that are state-owned as well as to transfer them as a pledge prior to the adoption of the Law of Ukraine on the specifics of the privatization of enterprises in Ukraine’s oil refining industry.
On central heating Law ¹2633-IV, dated 02.06.2005 Establishes the legal, economic and organizational bases for activities at facilities in the heating industry and regulates relations in the generation, transmission, delivery and consumption of thermal energy to provide energy security for Ukraine, the improvement of energy efficiency in central heating systems, the establishment and improvement of a thermal energy market, and the protection of the rights of consumers and workers in the heating industry.
On combined heat and power generation (cogeneration) and using waste energy potential Law ¹2509-IV, dated 05.04.2005 Establishes the legal, economic and organizational bases for activities of sides involved in energy conservation regarding the use of cogeneration plants; regulates relations regarding the specifics of generating, transmitting and supplying power and heat from cogeneration plants.

Energy Strategy of Ukraine through 2030 Cabinet Instruction ¹145-ð dated 15.03.2006 Establishes the pathways to developing all types of energy resources in order to further develop and institute state programs

Concepts and Programs
On approving a Concept for a State Targeted Economic Program on the extraction and use of methane gas from coal deposits as a source of alternative energy Cabinet Instruction ¹1684-ð dated 23.12. 2009 Establishes conditions for developing industrial technology for extraction and utilization of methane as an alternative energy resource, tackling the problem of safe coal extraction, increasing the share of methane in the total national energy balance to 1bn cu m per year, and preventing exhaust.
On approving a Concept for the development, modernization and re-equipment of Ukraine’s gas transport system for 2009–2015 Cabinet Instruction ¹1417-ð dated 21.10.2009 Establishes the basic principles for formulating and carrying out state policy to support the development, modernization and re-equipment of Ukraine’s gas transport system (GTS) in order to increase operational efficiency and integrating it into the all-European network of gas pipelines
On approving the Concept for "Nuclear Fuel of Ukraine," a State Targeted Economic Program Cabinet Instruction ¹216-ð, Concept dated25.02.2009 Program aims to ensure the development of uranium and zirconium production in Ukraine and the establishment of capacity to produce nuclear fuel and components.
On approving the Concept for a State Targeted Economic Program in Energy Efficiency for 2010–2015 Cabinet Instruction ¹1446-ð, Concept dated 19.11.2008 Establishes conditions for reducing the level of energy consumption of GCP over the term of the Program by 20% compared to 2008 (4% annually) and optimizing Ukraine’s energy balance
On approving the Ukrainian Coal Program Cabinet Resolution ¹1205dated 19.09.2001 Program aims to increase the operational efficiency of enterprises in the coal industry and ensures the necessary level of coal extraction for domestic needs
On approving the Program to Diversify Ukraine’s Oil Supply Sources up to 2015 Cabinet Resolution ¹1572dated 08.11.2006 Program aims to avoid the dependence of Ukraine’s oil and petroleum product market on a single exporter country; to increase the efficiency of utilization of the oil transport systems and the reliability of oil supplies; and to strengthen energy security.
On approving a Concept for establishing minimal reserves of oil and petroleum products in Ukraine up to 2020 Cabinet Resolution ¹1498-ð dated 08.12.2009 Increases the level of energy security by establishing an effective system for protecting the domestic economy from a reduction in or suspension of supplies of oil and petroleum products.
On approving a Concept of State Policy on the supply and transit of crude oil Cabinet Resolution ¹187-ð dated 05.04.2002 Increases national energy security by diversifying sources of crude oil at oil refineries located in Ukraine; establishes conditions for the reliable and efficient operation and development of international oil transport corridors; reinforces the Ukrainian component of Eastern European oil transport services markets to increase energy security in Europe and in the world.
