Maria Gutsman joined the ICPS team in November 2008. She graduated from the Institute of International Relations at Kyiv Taras Shevchenko National University in 2004, with a Master’s degree in International Relations. Ms Gutsman holds a PhD in Political Science; in 2008 she presented her PhD thesis “UN struggle against international terrorism.”
