LGI Russian Language Fellowship Program

LGI Russian Language Fellowship Program for Russian-speaking experts resumes. In the first few months of 2007 a call for proposals for a second topic will be announced: "Improving Public Service Delivery to Low-Income Groups at the Local Level".

Fellows will focus on communal and housing services including heating, water supply and sewage, waste management and housing maintenance, since these services are provided on day-to-day basis and have a significant impact on the daily lives of low-income groups. Aside from local analysis, successful interventions in this area undertaken by authorities in neighboring countries will be explored and considered while developing policy recommendations

In 2006 LGI launched its first ever fellowship program for Russian-speaking experts. Like LGI’s long-standing English-language fellowship program, it aims to support practical policy reform in the region, build the capacities of talented individuals who are well placed to influence policy, create networks of multinational experts, and supports the mission of LGI.

The Russian language program is open to experts from the former Soviet republics, except for the Baltic region, which is now part of the European Union.

Fellows work in small teams under the guidance of a well-respected mentor to produce policy-oriented studies on a given topic. The completed studies are impact oriented, with each containing an advocacy or implementation strategy and concrete policy recommendations. LGI provides its fellows with training on how to write effective policy reports and advocate on their behalf.

In 2006 fellows from Armenia, Kazakhstan, Kyrgyzstan, Russia and Ukraine were selected to address the topic of “Improving the Public Policy Process at the Local Level”. Those reports will be finished in 2007 and published in Russian.

The International Centre for Policy Studies (ICPS), one of LGI’s partners in Kiev, manages the program for LGI.
