The International Centre for Policy Studies (ICPS) is one of the few think-tanks that analyzes how effective foreign assistance is. Two recent ICPS studies, “European Integration: New context, new institutions” and “Monitoring the ENPI in Ukraine” were the first publications to put problems with providing and coordinating foreign assistance to the country on the agenda in analytical circles in Ukraine.
For that reason, the Swiss Agency for Development and Cooperation (SDC) has invited the Centre to help develop a Strategy of Cooperation with Ukraine for 2011-2014.
On 23-24 February 2010, ICPS’s Foreign Assistance Program manager Viktoria Humeniuk participated in the development of this Strategy and offered suggestions regarding key areas of cooperation where donor assistance is extremely important.
Ms. Humeniuk said that assistance from international donors should be directed exclusively at reforms and serve as a catalyst for change in Ukraine.
