Every bit of energy that is produced, transported and used brings the government profit. This is the key criterion of energy efficiency. In Ukraine, the entire nation and every sector of the economy work at a loss in terms of energy. The flames of the energy sector effectively burn money.
The most inefficient energy consumers are municipal administrations. Inefficiency burns up roadways, hospitals, schools and all efforts to modernize the country as a whole. Why does Ukraine continue patching holes rather than starting to modernize? How can modernization be financed? How does the law foster modernization? How does the work of municipal utility companies change under market conditions?
On 29 July 2010, these questions were discussed by officials from local governments, diplomatic missions and community organizations at a roundtable called “Energy efficiency in municipal infrastructure.” The purpose of this event, organized by ICPS together with the European Bank for Reconstruction and Development (EBRD), is to discuss the most difficult issues and determine what next steps must be taken in energy efficiency relate to municipal infrastructure. The roundtable was part of a project called “Strategic priorities for increasing Ukraine’s energy security to 2030.”
