About us

At the forefront of democracy-building in since 1994, the International Centre for Policy Studies (ICPS) is a top independent think-tank in Ukraine. Established as an initiative of the Open Society Institute (Prague), ICPS makes its contribution to establishing a robust framework for the country’s economic, social and foreign policies, in line with European trends and practices.

In this, our 15th year, ICPS has gone from proclaiming the importance of public policy approaches to applying such approaches in practice. We work towards a broader impact on the country in key policy areas by moving beyond narrow areas of specialization and taking a comprehensive approach to generate lasting change in the public arena:

  • large-scale public policy campaigns for different interest groups, using methods developed in-house;
  • civil service education reform to develop the next generation of professional government administrators in Ukraine;
  • regular training for NGOs in related areas; and
  • comprehensive policy studies.

ICPS has been singled out as an organization—by the Global Development Network in 2005, which named it the most successful policy development and research center in Ukraine, and by the Foreign Policy Research Institute in 2008, which ranked ICPS among the top 230 think-tanks in the world from among more than 5,000.

Today, ICPS’s mission is to promote democratic governance and rule of law by shoring up democratic institutions and changing public attitudes towards reform in Ukraine. To this end, we apply outstanding analytical capabilities, a pro-active approach to policy-making, and balanced facilitation of policy dialog among key stakeholders.
